Food delivery platforms Bolt Food and Wolt, together with the Malta Delivery Fleet Operators Association (MDFOA), have signed a memorandum of understanding to introduce a unified framework for improved standards, accountability and responsible courier working conditions in Malta’s platform economy.
The MoU sets the foundation for a ‘Seal of Standards’ − a joint initiative designed to foster a sustainable, fair and legally compliant delivery sector. The agreement reflects a shared commitment to responsible practices across the industry and aims to build trust among all stakeholders, including couriers, fleet operators, platforms, customers and government institutions.
As part of the agreement, MDFOA will lead the implementation of the 'Seal of Standards', which will serve as a foundational tool to facilitate legal compliance and responsible behaviour among fleet operators. An independent third-party firm will be engaged by MDFOA to audit fleet practices and design scorecards that measure alignment with the agreed standards.
Additionally, MDFOA has already begun discussions with the General Workers’ Union to explore the possibility of a collective bargaining agreement.
In turn, digital platforms commit to engaging only with fleet partners that demonstrate ongoing compliance with regulatory standards, as independently verified by an external party. Platforms will also facilitate access to independent whistleblower channels for couriers and contribute to transparent data-sharing mechanisms with the MDFOA and GOM to uphold accountability.
